Interreg II C projects' activities are directed at four main fields:

The FIRST category of projects is focusing on urban networking, co-operations between city and rural areas, and a balanced settlement structure. City areas in different parts of the Baltic Sea region but with similar conditions, intending so share experience within spatial planning, are also supported.

The SECOND type aims at improving transport and communication links and a more equal availability of goods, services and knowledge. This includes developing areas close to big traffic corridors, identifying more effective energy solutions and improving information technology.

A THIRD category addresses integrated management of coastal zones, islands and other specific areas. There are many sensitive areas around the Baltic Sea facing specific environmental problems. Sometimes, solutions are conflicting with economic interests. These projects combine e.g. nature protection with development of "soft tourism".

The fourth type of projects being promoted intends to create networks among spatial planners and spatial planning institutions to exchange know-how on planning methodology and strategy; especially linked to natural and cultural heritage and tourism development.

The formal setting of priorities and measures:

1. Promotion of sustainable spatial development measures in the Baltic Sea region with a view to increasing economic and social cohesion by:
1.1. supporting a balanced and polycentric urban system and settlement structure in the Baltic Sea region;
1.2. improving communications and promoting energy and transport solutions as part of sustainable regional development;
1.3. promoting integrated management and sustainable development of coastal zones, islands and other specific areas.

2. Promotion of a spatial development approach in the Baltic Sea region through:
2.1. further development of spatial planning strategies and exchange of experience in the field of spatial planning;
2.2. management of spatial planning relations in particular to natural and cultural heritage and tourism development.
3. Technical assistance for programme management and to support transnational co-operation.
