Programme ManagementThe participating eight EU Member States (Estonia, Denmark, Finland, Germany, Latvia, Lithuania, Poland and Sweden) and non-Member States (Belarus, Norway and Russia) have agreed on a joint programme management structure. A joint Steering Committee including all eleven countries decides on project applications. A joint Monitoring Committee oversees the overall implementation and is responsible for the correct use of the ERDF funds. The Investitionsbank Schleswig-Holstein is acting as Managing and Paying Authority concluding subsidy contracts with the projects´ lead partners. The focal point of information and practical day-to-day implementation is the Joint Secretariat located in Rostock/Germany and Riga/Latvia. National subcommittees play an important role when it comes to information activities in the respective participating countries. The implementation of the external part of the programme (Tacis) is the responsibility of the EC Delegation to Russia in Moscow and the EC Delegation to Ukraine, Moldova and Belarus in Kiev. |
