Preparations for the Baltic Sea Programme 2007 - 2013

In the next Structural Fund period covering the years 2007 - 2013, transnational co-operation in present INTERREG III B Programmes will continue under the European territorial cooperation objective. The drafting of the follow-up programme for the Baltic Sea started in early 2006. The new Baltic Sea Programme 2007 - 2013 will cover the same area as the current programme.

The Joint Programming Committee (JPC) is the main forum for finding agreement between Baltic Sea countries on programming, guiding its process and approving the final draft of the Programme document. Representatives from all eleven partner countries take part in the JPC. The JPC is supported by two drafting teams with one involved in the strategic part (drafting team content) and one in the implementation part (drafting team implementation) of the new programme. Additionally, the JPC will be assisted in the programming by a Partnership Dialogue Network involving a large number of Pan-Baltic Organisations.

The objectives, priorities and the amount of funding allocated to the successor programme are still under negotiations. The programme will concentrate primarily on the following priorities:

  • Fostering of innovations
  • Internal and external accessibility
  • Baltic Sea as a common resource
  • Attractive and competitive cities and regions

We will keep you updated on further development in the "News" section. The time-table for launching the first call for applications is not clear yet but the call is not expected before the end of 2007.

Proposals for the new structural funds regulations for the period 2007-2013 at europa.eu.int. Under this link you will find a package of five new regulations, which comprises of a general regulation laying down a common set of rules for all instruments, and specific regulations for the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Cohesion Fund. In addition, a new regulation to establish a European grouping of cross-border co-operation (EGCC) is suggested.
