Implementation of joint projects with ERDF and Tacis funding

Starting from autumn 2005 the Baltic Sea INTERREG Programme is in practice implemented as a Neighbourhood programme. It means, that all project partners (also from Russia and Belarus) filled in one application form and went through one approval procedure, even if the co-funding came from different sources (ERDF and Tacis). Not only regular projects applied for Tacis funding in the 8th call. Also projects that were approved in the 6th and 7th calls could apply for additional funding from Tacis.

The implementation of the "external part of the programme" (Tacis) is the responsibility of the EC Delegation to Russia in Moscow (www.delrus.cec.eu.int) and the EC Delegation to Belarus (www.delblr.cec.eu.int). The Delegations are responsible for contracting and day-to-day management of the external (Tacis) component.

The implementation of Tacis activities must be done in accordance with the Commission's Practical Guide to contract procedures financed from the General Budget of the European Communities in the context of external actions (the PRAG) for external funding.

The basis for the implementation of Tacis activities is the Grant Contract - External Actions of the European Community. Annexes to the Grant Contract give general and administrative provisions concerning e.g. reporting, visibility, ownership/use of results and equipment, amendment of the contract, implementation period of the action, extension, suspension, force majeure and end date, eligible costs, payment and interest on late payment, accounts and technical and financial checks, final amount of financing by contracting authority, contract-award procedures, standard request for payment and financial identification form, model narrative and financial report.
